Outsourced or internal health and safety function?

It is perfectly feasible to do all of your health and safety by the use of your own, internal in-house resources. If you have the appropriate resources, this is a good option for you.
If you do not have the resources, however, you must either bring them into the company or outsource the health and safety function.
Can you be sure to have all the competencies needed to comply with the latest legislation, such as: Asbestos Management, Risk Assessment, Contractor Management, Work at Height or Fire Safety, etc? How would your company cope with an enforcement visit from the Health & Safety Executive or from the Fire Officer? Do you have any concerns about your policies and procedures? Are you comfortable with your risk assessments?
